The AIC review says that it is a sort of tribute to OHMSS.

Chris Nolan: "I'd Love To Do A Bond Film" www.deadline.com/2010/07/nolan-says-hed-love-to-do-bond/ Christopher Nolan has told the BBC that, to him, James Bond is one of the great characters in contemporary fiction. Speaking before last night’s world premiere of his much anticipated Inception in London, Nolan said that 007 is a huge influence on his mental heist thriller. “I’ve loved the Bond films since I was a kid. For me, they’re always about the expansiveness of cinema. The first Bond films set up infinite possibilities about the world they create. I’d love to do a Bond film.”

If they do end up starting over with Bond 23, Nolan directing a reboot would no doubt drive fanboys into a frenzy. It would be a huge score for Broccoli and Wilson, but I also have a hard time seeing it happen. Neither Wilson, Broccoli, or Nolan would agree to give up so much control over the final product.
At the same time, this franchise really doesn't need Nolan to be successful, any more than it needs Oscar-winning screenwriters or directors. The irony is that what most of them want to do anyway is try to remake Bond's past- specifically, the classic 007 films they grew up with. Even Tarantino was keen to do a period film, rather than try to completely reinvent the franchise.
The other side of it is that, when it comes to a long-running franchise like Bond, consistency is more important than awards. This is something Cubby understood very well.
If you make a really great sequel, it suddenly becomes that much harder to top it. But if every film is more or less the same, the audience begins to embrace the formula as tradition. You can still have highs and lows, but the disappointments suddenly become much easier to accept. In any other franchise, a sequel like LTK or QOS would've signaled the end. But audiences know that James Bond can always return in a more entertaining film.
In a way, a new Bond is a bit like a new AC/DC album. You know exactly what the formula will be like, but are still curious to see what has been done differently.

Nolan is too big a name for Eon to micro manage so this is never likely to happen however interesting it might be. It's a shame because parts of Nolan's Batman films were far more James Bond than than the last real Bond film was.

The James Bond movies are all the same which is why the series lasted for decades. Why change a winning formula. I want another Bond with the gunbarrel, Miss Moneypenny, the Bond theme, Q and all the rest.

Favourite James Bond Films: The Dark Knight Trilogy, Mission: Impossible and any upcoming action films starring Pierce Brosnan (no, it's not James Bond which is good because he'll need it to expand his reputation as an actor, especially in the action realm)
Favourite Films: Star Wars, Indiana Jones, Star Trek, The Dark Knight Trilogy, Harry Potter, Middle-Earth, The Matrix, Mission: Impossible

As long as Nolan doesn't direct DC's Bond 23, I'm good.

As long as Nolan doesn't direct DC's Bond 23, I'm good. No chance of that happening for the reasons expressed on this page. Nolan would want more control than Eon would allow.

Nolan would be too busy to handle Bond due to Batman and Superman.

He would be best suited for a one-off NSNA style Bond film.
